hello im new and have a quick question. how early in the game can salvages that contain superior runes be droped?

Saw my first one drop when I got to Kryta... never seen one drop in Pre-Searing Ascalon, Post-Searing Ascalon or the Northern Shiverpeaks.

the reason i ask is because i run in the north shivers and was curios if they drop there
